The Republic of Tajikistan received a Grant No: 0576/G0577 –TAJ from Asian Development Bank (ADB) for the implementation of the Water Resources Management in Pyanj River Basin Project (Additional Funding). The Project aims to improve irrigated agriculture and water resources management (WRM) in Pyanj River Basin (PRB), in southern Tajikistan, and aims to improve climate resilience of the agriculture and water resources sector.
Executing Agency of the Project is the Agency of Hydrometeorology.
For implementation purposes of the Project, Executing Agency intends to recruit the individual to fill the vacant position for:
Social Development and Gender Specialist
The Social Development and Gender Specialist will report to the PIG Director and will work closely with the project team. The specific responsibilities of Social Development and Gender Specialist include the following duties:
(i) Ensure that LARP (as applicable and GAP will be updated during detailed design and planning completed;
(ii) Ensure that bidding documents, capacity building programs, demonstration activities, any activities for output 1 include all requirement to implement LARP (as applicable) and GAP;
(iii) Ensure that the bidder selected will have adequate resources to implement and update LARP (as applicable) and GAP;
(iv) Prepare and mobilize gender-sensitive consultation and training activities under flood forecasting and fee-based information services components;
(v) Undertake social safeguards and gender monitoring activities and prepare social safeguard and gender reports to be submitted to ADB;
(vi) Ensure that the any works are implemented in accordance with ADB SPS 2009 as well as the government law and regulation related to resettlement. Assist in the preparation of the initial information campaign to ensure that the project has an effective focus on the involvement of women.
(vii) Identify the needs and opportunities for the involvement of women in project activities and ensure that such needs and opportunities are effectively implemented;
(viii) Work with the Monitoring and Evaluation Specialist to ensure that appropriate indicators and monitoring mechanisms are included in the monitoring and evaluation system to ensure proper coverage of the resettlement framework, gender action plan;
(ix) Ensure the PIG has a system for the effective implementation, review and revisions to the resettlement framework, the specific actions for gender action plan;
(i) Advanced degree (preferably postgraduate) in sociology, anthropology, development studies or related disciplines;
(ii) Not less than 5 years project experience as in similar projects, including in community development and surveys;
(iii) Relevant work experience in international projects, incl. ADB and WB projects preferred.
(iv) Proficiency in written and oral English and computer skills and experience with Microsoft Office applications (Word and Excel) will be preferred. He/she must have demonstrated good teamwork and communication skills.
