On September 24, 2005 the national workshop on climate change and Second National Communication under UNFCCC (SNC) preparation was considered to be the start of the project. It was held in the conference-hall of the Agency on hydrometeorology, Dushanbe. Participants – policymakers, international organizations’ representatives, national experts and consultants experienced in the First National Communication (FNC) and new members took part in the work of the workshop. Main objectives of the workshop were:

• Informing stakeholders and community about basic outcomes and results of FNC;
• Identification of priority directions, stages and process of SNC preparation;
• Analysis progress of National Action Plan of RT (NAP) for climate change mitigation implementation;
• Perspectives of Tajikistan’s participation in international process of UNFCCC commitments implementation.

Workshop’s agenda was planned in a way that first part of it was dedicated to outcomes presentation of projects realized in area of climate change in Tajikistan for last years. Then participants worked in discussion groups that presented one of the sections of the project expertise area:

• Climate change assessment, operative hydro meteorological service and reduction of extreme events hazard;
• Greenhouse Gas Inventory; and measures undertaken on GHG emissions reduction and climate change mitigation;
• Vulnerability assessment and adaptation to climate change and development of adaptation strategy;
• Policy and measures on climate change. Priorities of preparation SNC with participation of group leaders;

Based on outcomes and results of the national workshop experts decided that the project realization process should focus in the short-term outlook on:

• Set up of work groups on each of priority direction with national leader at the head;
• Identification of potentially important tasks and output activities necessary for the project objective achievement in compliance with the work plan;

Enhancement of informational exchange between projects implemented their activities in area of climate change problem in the Republic and strengthening of cooperation with international organizations.
