Workshop on raising awareness on climate change was held on 26 December 2007 in the conference-hall of the Agency on Hydrometeorology. Goal group of the participants included representatives of the non-governmental/public organizations and mass media along with students and other people concerned. Main objective of the workshop aimed at raising awareness on global warming and climate change in Tajikistan as well as identification of the key directions of joint cooperation with the public organizations, mass media and young people.
Mr. A. Karimov, Deputy Minister of agriculture and nature protection opened the workshop and highlighted the importance of the events hold on climate change in Tajikistan. As he said, global warming is the problem that touches upon all sectors of the humankind development.
Greeting the participants, Mr. B. Mahmadaliev, National Focal Point of the Republic of Tajikistan with the UNFCCC, pointed out on the main indicators of climate warming and its impacts on natural resources at global and local level. He stressed on the necessity and importance of the in-depth attention of the public to education enhancement and raising awareness on climate change.
Background, reasons and adverse impact of global warming appeared among a few of priority sections, which Mr. I. Rajabov, Head of Climate change and ozone layer centre of the Agency on Hydrometeorology, stressed upon. Due to him, there is an intensifying tendency of climate warming in the regional scale along with the rate of the global changes. To prove this, the reporter mentioned the facts of raising air temperature in neighboring countries of Central Asia and melting of ice in the Caspian Sea. Additionally, Mr. I. Rajabov informed the participants about main steps, which the country made toward climate change problem.
Ms. N. Mustaeva, project information manager, presented main points of climatic changes occurred in Tajikistan as well as stressed on adverse consequences and future predictions. Expert assessments showed that within the whole observation period over the climate and weather conditions in Tajikistan, air temperature raised by 0.5°С in the mountain regions, whereas plain and densely populated areas witness the raise in temperature by 1.0°С. Moreover, one of the main indicators of global warming is intensifying melting of mountain glaciers of Tajikistan, which dramatically increases its degradation rates. Unless relevant adaptive measures are implemented, similar situation will take place in the future. It is expected that rise of air temperature, changes in precipitation and other climatically-induces phenomenon will significantly affect natural resources, depress human health and destabilize national economy.
Representing “Adaptation to climate change”, Dr. A. Kayumov, project national consultant informed the participants about major adaptive measures, which are recommended for vulnerable sectors of the national economy. In his presentation, the reporter highlighted that adequate adaptation along with minimization/reduction of greenhouse gas emissions consider key measures of climate change mitigation. Moreover, Dr. Kayumov focused on assessment of vulnerability/adaptation approach in water and agriculture sectors, ecosystems and land management as well as highlighted healthcare as priority.
Mr. Yu. Skochilov, Director of the Ecological Youth Centre, presented main results of the research, which was implemented jointly with the colleagues from Kyrgyzstan. The research was aimed at assessment of the public knowledge on climate change among the rural population of Tajikistan and neighboring country. The reporter, in his speech, informed the participants about major objectives and goals of the research as well as mentioned applied methodologies and outcomes.
Principle objective of Mr. T. Idrisov’s presentation (Director of the Public Organization “For the Earth”) was mainly focused on attempts of the country’s public organizations in raising awareness among the local population on climate change issues. He introduced a series of thematic production, which is regularly prepared and distributed among the people concerned.
After a fruitful discussion, the participants broke down into several goal groups with regard to their attitude to (i) non-governmental/public organizations, (ii) mass media or (iii) students, presenting the group outputs. Due to them, it is necessary to improve the system of education with regard to climate change, develop national programs on the problem highlight in press, radio, television as well as integrate proper recommendations into climate change policy.

From 3 to 14 December 2007 Indonesia, Bali, hosts the Third Meeting of the Parties to the Kyoto Protocol (CMP 3), in conjunction with the Thirteenth Session of Conference of the Parties to the Climate Change Convention (COP 13), where 180 countries, observers of intergovernmental and non-governmental organizations and representatives of mass media took part.
The period of two week includes the sessions of the Conference of the Parties to the UNFCCC, its subsidiary bodies as well as the Meeting of the Parties of the Kyoto Protocol. A ministerial segment in the second week will conclude the Conference.
Furthermore, within the COP sessions, it is expected to finalize and approve Fourth Assessment Report submitted by the Intergovernmental Panel on Climate Change (IPCC), who made a valuable contribution to the scientific knowledge on climate change assessment and once again confirmed the fact of global warming due to human activity.
Dust storm in Southwest Asia and Tajikistan
Severe dust storm, starting in southwest Asia, spread to south and central parts of Tajikistan on November 13th and lasted for three days with visibility 30-50 m. Results of the meteo research showed that the 3-5 grams dust covered 1 sq. m surface within 12 hours (the period of the most intensive dust storm).
Meanwhile, the lack of the atmospheric precipitation worsened the situation. For example, the first autumnal rain in Dushanbe city, the capital of Tajikistan, occurred on 20 November only (!)

The Forth Meeting of the Project Steering Committee (PSC) was held on 4 September 2007 in the conference-hall of the Agency on Hydrometeorology, Dushanbe, Tajikistan. The meeting was attended by 12 participants, including the members of the PSC, project implementation unit and local consultants.

Glaciers Melting
Intensive melting of glaciers in Tajikistan may cause more frequent occurrence of the natural disasters along with the reduction of the water flow in the future. Due to this, as experts warned, countries of the CA region should launch the construction of dams near the glaciers’ location, revising and envisaging any changes in the irrigation system.
As it was pointed out at the conference (5 June, 2007, Dushanbe, Tajikistan) devoted to the World Environment Day, ice and snow masses in Tajikistan are intensively reducing that, may definitely be caused by global warming.
In latest 50 years, one of the biggest glaciers in Central Asia – Fedchenko Glacier with the total area of 144 sq. km, has been reduced by 30%. The glacier is located in the high mountains of Pamir at height more than 6000 meters, feeding the largest rivers such as Amu-Darya, Vakhsh, Yahsu.
According to expert assessments, temperature is steadily increasing at the height of 2000 masl. by 0,5 -0,8 C, whereas at the height of 3,500 masl. – up to 0,5 C.
Mr. Anvar HOMIDOV, Deputy Director of the Agency on hydrometeorology highlighted the necessity of dams’ construction by the glaciers location; as he says, this may prevent destructive impacts of floods, which are mainly caused by water level increase in the rivers.
Tajikistan possesses a potential of building small and large-capacity water storage reservoirs, which further, along with the reservoirs for planning and allocating water resources (e.g. hydropower engineering) may become preventive facilities against floods. However, without observatory work and regular monitoring of the glaciers, it is difficult to plan and regulate transboundary water resource.
Melting of glaciers requires total revision of the irrigation system in Central Asia, as far as in accordance with the forecast, decrease (7-10%) of the Amu-Darya river flow by 2050 may cause acute shortage of irrigation water.
As Mr. Ilhom RAJABOV, Head of the Climate Change Centre, says “if temperature increases as rapidly as at present, we will witness all small and medium glaciers in Tajikistan to disappear at all by 2050-2100”.
In Tajikistan there are 8492 glaciers, which occupy more than 6% of the territory, representing the formation zone of the basic tributaries of the Amu-Darya river, one of the largest rivers in Central Asia.
According to experts’ assessments, water flow would considerably decrease in long-term period in Tajikistan as well as in the Central Asian region on the whole.
However, there is a hope, that joint cooperation and study of the glaciers’ degradation by the CA countries may become a starting point for preventing adverse impacts expected due to glaciers melting, and mitigate the problem of glaciers melting.
“Study of heavy rainfall cases over Tajikistan using TRMM-DATA”
Around 85% of Tajikistan’s area is a risk zone and is subject to mudflows, landslides and avalanches that result in heavy damages to the populated areas, causing death of thousands of people and devastate the economy. Therefore, study of the precipitation and the weather conditions in the given region needs to be considered as an important task.
The objective of this study is to explore the usefulness of TRMM Rainfall over Tajikistan during heavy rain conditions. First of all we made extensive comparisons of TRMM and rain gauge rainfall for various case studies during the heavy rain spells. The final assessments have been done on the basis of the analysis of the results with reference to the topography of Tajikistan, spatial distribution of TRMM rainfall during heavy rains and statistical analysis. For the purpose of this research, the satellite observation from merged-TRMM 3B42 (IR+Microwave) and rain gauge data over Tajikistan are used.
It has been found by present investigations that TRMM shows a very good comparison with Rain Gauge in the case of Tajikistan especially when the heavy rain cases emerge from the large-scale rainfall processes. These are mostly due to the western disturbance passing through the region.
However, whenever there are heavy rains as localized events (e.g due to thunder storms etc.) both TRMM as well as Rain gauge have their limitations. In these cases rain gauges are effective only if the rain occurs at and around the gauge site. Similarly, TRMM picks up good rain in such localized cases if it happens to pass through the event in the right time over the site of interest.
On 9 June 2007 national workshop on climate change and Second National Communication preparation was held in the conference-hall of the Agency on hydrometeorology.
The workshop was aimed at the policy makers, representatives of the head ministries, departments and other organizations, whose activity may considerably contribute to minimization of greenhouse gas emissions and other climate change-related issues.
The main objective of the workshop was to introduce the stakeholders with the major results and outcomes of the Second National Communication on climate change preparation, in particular Greenhouse Gas Inventory – its main sources and sinks in key sectors: Energy, Industry, Agriculture, Waste and Land use, land use change and forestry.
From 4 to 5 April 2007 18 session of the Interstate Council on Hydrometeorology (ICH) of the Commonwealth of Independent States (CIS) was held in Dushanbe, Tajikistan. Moreover, anniversary (80-years) of Tajik Met Service was celebrated in the frameworks of the event.
In the work of the session 10 CIS countries, in particular, representatives of the HMHS of Azerbaijan, Armenia, Belorussia, Kazakhstan, Kyrgyz Republic, Moldova, Russian Federation and the Ukraine, and the chairman of the Executive Council of the ICH CIS took part. Mr. Kadyrov, Minister of Agriculture and nature protection heartily greeted the participants, and Mr. Lipinskiy, head of the NMHS Ukraine reported on ICH activity implemented within 2006-2007; further, he delegated responsibility to Mr. Makhmadaliev, Head of the NMHS Tajikistan, who will be an active ICH chairman until the next election.
Within the session a list of important issues, including joint action plan realization with regard to the Concept of hydrometeorological security, main directions of the partnership development in the area hydrometeorology for the period of 2006-2010, problems of observation and surface network enhancement and development of scientific research were reviewed. Special emphasis was paid to the forthcoming 15 World Meteorological Congress and development of unique policy and initiatives from the side of NMHS. As a whole, the planned session was conducted in a friendly atmosphere and in accordance with the supposed agenda.
On 20 February 2007 the third meeting of the UNDP-GEF Project Steering Committee (PSC) on preparation of the Second National Communication on climate change was held in the conference-hall of the Agency on hydrometeorology.
Within the meeting the progress of the project activity and main achievements against the project objectives implemented within 2006 was thoroughly reviewed by the members of the PSC, which, as usual included policy makers – representatives of key ministries and departments, NGOs and international organizations. Moreover, the meeting was to a greater extent dedicated to review and approval of the executive summary on climate change in Tajikistan (2007), which is expected to be circulated to the public in the nearest future.
Therefore, key objectives of the Project Steering Committee, including quality control and analysis of the project activity were attained.
Intergovernmental panel on climate change (IPCC) adopted Executive Summary of the Fourth Assessment Report «Climate Change 2007». Contribution of Working Group I «The Physical Science Basis»
Paris, France, 2 February 2007 – IPCC Working Group I reviewed and adopted Executive Summary for policy makers, which constitutes the first section of the IPCC Report on climate change, known as “IPCC Fourth Assessment Report”.
IPCC Report “Climate change 2007: scientific basis” describes main natural and anthropogenic “components” of global warming, characterizes current observed tendencies of climatic changes, correlates climatic changes to various motives and reasons, and, finally, predicts expected global climate change tendency in the future.
The Report was prepared by 600 authors from 40 countries worldwide, and more than 620 international experts participated in its reviewing. Before adopt and approve the present Executive Summary representatives of 113 countries thoroughly studied and edited the document line per line within the week.

N.B. Intergovernmental Panel on climate change (IPCC) was jointly founded by the World Meteorological Organization (WMO) and United Nations Environment Programme (UNEP) in 1988. Starting from 1990 IPCC prepared a number of assessment reports on climate change and a series of other specialized materials, technical documents and manuals, methodologies, which are widely used by policy makers and specialists.
On 5 January 2007 the conference “Glaciers of Tajikistan and global warming”, dedicated to the International Polar Year 2007-2008 and preparation of the Second National Communication on climate change under the UN Framework Convention was held in the conference-hall of the Agency on Hydrometeorology. In the work of the conference policy makers, leading specialists and scientists, and representatives of the international organizations took part.
The conference was divided into two sessions – “Glaciers of Tajikistan and global warming”, which dedicated to the International Polar Year 2007-2008 and “Participation of the Republic of Tajikistan and implementation of the international obligations under UN Framework Convention on Climate Change”, which represented key achievements against results on planned project activity on Second National Communication on climate change preparation.
In the framework of the conference key directions of the activity meant for field survey over the popular glaciers of the republic and opportunities of Tajikistan’s participation in the joint polar researches were highly prioritized. Due to country’s glacial system huge prevalence in the whole CA region, specific attention was drawn to field researches conducted in Pamir and Karatag in 2005-2006.
During the conference sessions participants were met the opportunity to introduce with the production of the Tajik Met Service – photo exhibition presenting more than seventy photos, publications and reports show-case. Moreover, resource compact-discs, containing illustrative materials, photos and graphics were presented and circulated among the participants. Information placed in the CDs, was presented as HTML document that, in its turn, facilitates easy navigation and use.
As a whole the conference was held in a friendly atmosphere and cooperative manner. It is expected that the conference’s outcomes would serve starting point for the republic to participate in globally-initiated activities within the frameworks of the IPY, therefore, stimulating partnership development in the field of glaciers melting problem and climate change mitigation.
From 6 to17 November 2006 Nairobi, Kenya hosted the second meeting of the Parties to the Kyoto Protocol (CMP 2), in conjunction with the twelfth session of the Conference of the Parties to the Climate Change Convention (COP 12), where the Tajik delegation along with countries world wide took part.
The conference also included, from 6 to 14 November, the twenty-fifth session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 25), the twenty-fifth session of the Subsidiary Body for Implementation (SBI 25), and the second session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG 2) including an in-session workshop.
From 3 to 7 October 2006 first bilateral meeting between Met Service of Islamic Republic of Iran (IRIMET) and Agency on Hydrometeorology of Tajikistan (NMHS) in the field of meteorology and personnel training was held in Dushanbe, Tajikistan.
In the framework of the interdepartmental agreement signed by IRIMET and NMHS of Tajikistan, up-to-date satellite equipment, aimed at meteorological data and satellite images receipt, was founded and installed in the Automated Communication Center of the Agency on Hydrometeorology. Packet of the equipment facilities includes:

High speed satellite channel allows to increase quality, sustainability and speed of the meteorological data receipt/transfer; moreover, there is an opportunity to apply voice communication through VoIP. Specialists working in the field of meteorology and automated communication services highlighted importance and quality of the satellite data and images receipt/transfer.
Currently, voice over IP between Agency on Hydrometeorology in Tajikistan and Met Service in Iran is already set up.
In the future, Regional Meteorological Training Centre of IRIMO is expected to host training workshop on raising awareness and qualification of the Tajik specialists in issues regarding meteorology, means of data communication, etc.
Field research and study of glaciers and mountain lakes in Karatag, Vakhsh, and Zeravshan river basins.
Field observations over the glaciation system and glacial lakes in high altitude zone of the Karatag, Vakhsh and Zeravshan river basins were carry out by the specialists of the Agency on hydrometeorology in partnership with the International Fund to save the Aral Sea within August-October, 2006

Training-programme for schoolchildren: “Clime change. Children’s vision of the problem”
From 16 up 17 March, 2006 the Project Implementation Unit in cooperation with leading national consultants initiated the training-programme dedicated to “Climate change. Children’s vision of the problem” for schoolchildren, 1-4 forms.
Goal groups were junior-form pupils of secondary school №42 and “Dushanbe” gymnasium of the Republic’s capital. The programme was timed for 1 lesson with 40 min. long. Language of the programme was – Tajik/Russian.
Objective of the present lesson is to provide the key goal with basic information on climate change problem and identification of the problem’s comprehension through participation of the children in the Best picture contest.

introduction part, where pupils were given an opportunity to state orally their own vision of the environment;

theory part, explaining global warming and climate change with regard to their main causes and adverse consequences – anthropogenic impact, vulnerable sectors and adaptive measures;

practical part, representing questions-answers’ method. To enhance the knowledge of the material learned, goal groups, independently, discussed key moments of the lesson learned. It should be pointed out that all the children took an active part, answered the questions and declaimed on ecology thematic. The lesson was conducted in easily comprehensive language for schoolchildren considering their age and intellectual peculiarities, with colored illustrations and pictures application.
Making a conclusion to the lesson taught, the Best picture contest related either directly or indirectly to the global warming and climate change problems was announced. Contest’s winners will be selected and announced by the Project Consultative Committee.
The Programme was planned in a way that goal groups, on the basis of the informational material gained, will submit the results of their knowledge in a form of pictures. Besides, on the ground of illustrative thematic brochures presented to the schools’ administration, teachers can independently at off-hour lessons, proceed with education directed on ecology issues in general and climate change and related with this problem adverse consequences in particularly. Training-programme considered being pilot, it’s expected that after positive results and outcomes achieved, such kinds of activities will be integrated into secondary schools of other republic’s regions.

On December 28, 2005 the workshop on climate change among representatives of mass media, non-governmental organizations and other people concerned, was held in the conference-hall of the Agency on hydrometeorology, Dushanbe. The workshop was considered for representatives of national mass media, ecological and educational non-governmental organizations and other people concerned whose activity would enable to educate and raise climate change awareness both among policy makers and public.

Contest for the best scientific article on climate change in Tajikistan
On December 2-16, 2005, the contest for the best scientific and popular article devoted to climate change problem in Tajikistan was held. Students, Mass media and Non-governmental Organization (NGO) representatives and other people concerned were encouraged to participate in the contest aiming at assessment of public awareness on climate change problem in Tajikistan. Basing on participants’ works the Project Consultative Committee identified most promising and energetic ones for further activities in regard to public awareness on climate change problem in Tajikistan.
Advertisement announcements containing objective information about the contest were published in local weekly newspaper “Digest-press” broadcasted on “Asia-Plus” radio and circulated among students in institutes and universities.

Work meeting
On December 2, 2005 the work meeting with participation of leading experts experienced in the First National Communication preparation was arranged by Project Implementation Unit (PIU) and held in the conference hall of the Agency on hydrometeorology.
The main objective of the work meeting was to inform the participants on current stage of the project realization, tasks and directions, necessary to implement in short-term outlook.
In the course of the meeting all potential experts were provided with tables specifying one of the priority areas – National circumstances, GHG Inventory, Vulnerability assessment and adaptation to climate change; the principle columns are expected to contain information on outcomes and results achieved in the FNC, and programs planned to implement within the Second National Communication (SNC) preparation.
National Workshop on climate change and Second National Communication under the UN Framework Convention on climate change preparation
On September 24, 2005 the national workshop on climate change and Second National Communication under UNFCCC (SNC) preparation was considered to be the start of the project. It was held in the conference-hall of the Agency on hydrometeorology, Dushanbe. Participants – policymakers, international organizations’ representatives, national experts and consultants experienced in the First National Communication (FNC) and new members took part in the work of the workshop. Main objectives of the workshop were:

Informing stakeholders and community about basic outcomes and results of FNC;

Identification of priority directions, stages and process of SNC preparation;

Analysis progress of National Action Plan of RT (NAP) for climate change mitigation implementation;

Perspectives of Tajikistan’s participation in international process of UNFCCC commitments implementation.
Workshop’s agenda was planned in a way that first part of it was dedicated to outcomes presentation of projects realized in area of climate change in Tajikistan for last years. Then participants worked in discussion groups that presented one of the sections of the project expertise area:

Climate change assessment, operative hydro meteorological service and reduction of extreme events hazard;

Greenhouse Gas Inventory; and measures undertaken on GHG emissions reduction and climate change mitigation;

Vulnerability assessment and adaptation to climate change and development of adaptation strategy;

Policy and measures on climate change. Priorities of preparation SNC with participation of group leaders;
Based on outcomes and results of the national workshop experts decided that the project realization process should focus in the short-term outlook on:

Set up of work groups on each of priority direction with national leader at the head;

Identification of potentially important tasks and output activities necessary for the project objective achievement in compliance with the work plan;

Enhancement of informational exchange between projects implemented their activities in area of climate change problem in the Republic and strengthening of cooperation with international organizations.
