Global community confessed the fact of climate change problem and is now undertaking necessary measures to act mutually and cooperatively. Therefore, one of the most important steps appeared ratification of the United Nations Framework Convention on Climate Change (UNFCCC). Presently, more than 180 countries world wide adopted UN Framework Convention; Tajikistan ratified Convention in 1998 taking commitments as non-Annex I Party. Climate change centre was established for UNFCCC commitments implementation and the Kyoto Protocol measures realization. Hence, in 2001 non-official work activity of the centre started. State Committee for environmental protection and forestry of the Republic of Tajikistan officially approved the work activity implemented by the Climate change centre of the Agency on hydrometeorology as of April 09, 2004.
Main objectives of the Climate change centre include:

coordination of the national greenhouse gas inventory preparation, vulnerability assessment and adaptation, participation in development of the early warning system (extreme weather events, etc.), partnership with leading centers of the Central Asia, enhancement of knowledge and experience;

coordination and management of the activity on climate change in Tajikistan;

contribution into national, regional and global Strategies and Action Plans on climate change mitigation;

development of the project proposals aiming at climate change mitigation;
-
preparation of the National Communications on climate change as well as projects and other activity, which considers relevant;
-
coordination of the projects on greenhouse gas emissions reduction along;
-
consultation and joint activity with the Government of the Republic of Tajikistan on climate change issues;
-
arrangement of other climate-induced and environment protective measures;
-
evaluation of potential projects on greenhouse gas emissions reduction with regard to economic and ecological criteria along with overall national development criteria that can attract investors’ contribution.
Contribution of the Republic of Tajikistan into UN Framework Convention on climate change.
National Action Plan of the Republic of Tajikistan (NAP) on climate change mitigation, approved by the Government of the Republic of Tajikistan (#259 as of 6 June, 2003). NAP identifies priorities and directions undertaken by the Republic of Tajikistan against climate change, therefore, founding the basis for planning and policy making at all state levels.
First National Communication of the Republic of Tajikistan (FNC) on climate change under the UNFCCC was developed within 2001-2003 and submitted to the UNFCCC Secretariat and Conference of the Parties (FNC Phase I – 2002, Delhi, India; FNC, Phase II – 2003, Milan, Italy). Since June, 2005 Tajikistan is in the process of the Second National Communication preparation.
Climate change centre of the Agency on Hydrometeorology of the Republic of Tajikistan prepared and submitted to the Government of the Republic of Tajikistan a portfolio of the documents, necessary for the Kyoto Protocol ratification, as in accordance with the NAP.
