This project initiates a regional, programmatic approach that was developed to build capacity for improving the quality data inputs to national greenhouse gas inventories. It makes use of the Intergovernmental Panel on Climate Change’s (IPCC) Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories for cost-effectiveness and will build on the expertise gained during the preparation of the initial National Communications. The project will help countries to reduce uncertainties and improve the quality of inventories for subsequent National Communications. Objective of the project is to strengthen the capacity of participating countries in the context of their commitments as parties to the United Nations Framework Convention on Climate Change. In the current regional project 12 states - Albania, Armenia, Azerbaijan, Georgia, Macedonia, Moldova, Mongolia, Slovenia, Tajikistan, Turkmenistan, Uzbekistan and Croatia take part. The project includes common activities for all participating countries carried out under a regional umbrella; countries may choose the remaining activities to carry out based on national priorities. The approach has been built on the concept of key sources of emissions, and can be replicated for use in other regions with only minor modifications.
