Project of the Government of the Republic of Tajikistan GEF-UNDP “Enabling the Republic Of Tajikistan to prepare its Second National Communication under the United Nations Framework Convention on Climate Change (UNFCCC)” was approved by the Global Environment Facility (GEF) and signed by the United Nations Development Programme (UNDP) in Tajikistan.

Executing agency of the project is the Agency on hydrometeorology of the Ministry of agriculture and nature protection of the Republic of Tajikistan. Executive body for the project implementation progress considers UNDP Country Office in Tajikistan.

Priority areas of expertise of the project are considered the following:

• Revision of the Greenhouse gas Inventory for 1990-2000, which was implemented within the First National Communication (FNC) and development of the detailed Greenhouse gas Inventory according to all priority sectors for the base year 2000 in compliance with the Intergovernmental Panel on Climate Change (IPCC) guidelines,
• Capacity assessment of national economy sectors in regard to healthcare and glacier system researches that were not considered within the First National Communication project preparation,
• Preparation of the Programme for adequate adaptation to climate change,
• Public education and public awareness activities on climate change and facilitation of the dialogue and information exchange among stakeholders,
• Synthesis of information and submission of Tajikistan’s Second National Communication to UNFCCC Secretariat and the Conference of the Parties.

Project Implementation Unit

For Second National Communication of the Republic of Tajikistan under the UNFCCC preparation the Project Implementation Unit – National project manager, Information manager and Administrative assistant was set up in July-August 2005. PIU work activity progress is coordinated by the UNDP Programme Unit. Main directions, which should be embraced by the PIU are mainly the following:

• Set up of the project working groups according to sections under research and involvement of experts possessing experience and proper knowledge in the basic areas of investigation, including GHG Inventory, Climate change analysis, Vulnerability assessment and adaptation, etc.;
• Arrangement of workshops, round tables, work meetings and trainings according to key directions;
• Enhancement of project information support and cooperation with national, regional and international information sources.
