From Promises to Progress: Central Asia Strengthens Climate Action through Nationally Determined Contributions (NDC) 3.0, Methane Reduction, and Regional Initiatives 15 November 2025, COP-30, Belém, Brazil

On 15 November 2025, on the sidelines of the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP-30) held in Belém, Brazil, a side event titled “From Promises to Progress: Central Asia’s Climate Action through NDC 3.0, Methane Reduction, and Regional Initiatives” took place. Staff members of the Agency for Hydrometeorology of the Committee for Environmental Protection under the Government of the Republic of Tajikistan participated in the event. The event was organized by the Regional Environmental Centre for Central Asia (CAREC) and the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic.

Participants discussed practical steps taken by Central Asian countries to move from political commitments to effective implementation, including the adoption of updated Nationally Determined Contributions (NDC 3.0) and the strengthening of measures aimed at reducing methane emissions. Special attention was given to enhancing transparency, developing national monitoring, reporting, and verification (MRV) systems, and preparing the countries of the region to meet the requirements of the Enhanced Transparency Framework (ETF).

Nazirzoda Kamoliddin, Deputy Head of the Glaciology Center of the Agency for Hydrometeorology, delivered a presentation on glaciers and the cryosphere as the foundation for the region’s sustainable future, highlighting the country’s national efforts in glacier research and protection at the global level. During his presentation, the unique role of Tajikistan as a country with the largest glacier reserves in Central Asia ensuring water security for the entire regionwas emphasized. Attention was also drawn to Tajikistan’s global initiative the International Year of Glacier Preservation and the Decade of Action in Support of Cryospheric Sciences (2025–2034), declared at the proposal of the country by the UN General Assembly.

The high-level event served as an important platform for strengthening regional dialogue, sharing experiences, and coordinating further steps for the implementation of Central Asian countries’ climate commitments. Participants reaffirmed their commitment to expanding cooperation on transparency, reducing methane emissions, and developing scientific and technological capacities for climate change adaptation. The outcomes of the discussions highlighted the region’s readiness to coordinate efforts in preparation for upcoming regional and global processes and to jointly advance the implementation of NDC 3.0 and other key climate initiatives.
